Thematic Forums
Over five days, Lviv was the hub of five thematic forums, addressing key aspects of modern urban resilience and adaptation:
IX Lviv Eco Forum (October 1–2): Organized by the Ukrainian Association of Water Utilities and Lvivvodokanal municipal water company.
Heat Energy Forum (October 1–2): Hosted by the Intersectoral Association “Ukrteplokomunenergo” and “Lvivteploenergo” municipal heating company.
Waste Management (October 2): Arranged by the Green City, Lviv’s municipal environmental initiative.
Financial Resilience and Economic Development of Communities (October 3–4): Led by the Department of Financial Policy of Lviv City Council.
XV National Forum of Homeowners’ Associations (October 3–4): Coordinated by the OSBB (Condominium) Support Department of Lviv City Council.
Mission of Ukrainian Resilience Week
The event aimed to create an open platform for discussing the pressing needs of cities and exploring solutions to enhance resilience. Additionally, participants exchanged best practices and innovations through public discussions such as:
“Countering Disinformation in the Energy Sector”;
“To Burn or Not to Burn? Opportunities and Risks of Waste Incineration”;
“Sun and Wind—A Drop in the Ocean? Presentation on Renewable Energy Potential”;
“Urban Greening for Climate-Vulnerable Communities.”
Beyond in-person sessions, several online events were held, including “Resilient Ukrainian Cities: Supporting Communities in Sustainable Development Planning” and “Urban Resilience and Innovations: Transforming Cities for a Sustainable Future.”
Outcomes of the Event
The event culminated in a resolution addressed to national authorities with proposals in several critical areas:
Finance: Recommendations to retain a 4% personal income tax rate for local communities and provide subsidies to support enterprises.
Heating Supply: Calls for modernization of heating networks and the introduction of innovative technologies.
Water Supply: Proposals for restructuring enterprise debts and restoring water systems.
Waste Management: Advocating for the implementation of waste separation and the creation of modern infrastructure.
Housing Sector: Ensuring access to preferential loans for homeowners’ associations (OSBB) to enable energy modernization projects.
