Twinning Activities

Fostering Synergies Between Ukrainian Cities and
EU Mission Cities

U_CAN project bridges Ukrainian cities with EU Mission Cities through twinning, enabling mutual learning, employing climate innovation, and capacity building. Executed through the KEES methodology (Knowledge and Experience Exchange Sessions), the process builds tailored partnerships that support carbon neutrality and post-war green recovery in Ukraine.

Twinning Journey: Key Steps

IDENTIFYING MISSION CITY PARTNERS

The process began with inviting representative Mission Cities willing to engage with U_CAN project, and most importantly, to devote to cooperation with Ukrainian Pilot Cities via:

  • sharing their knowledge and experience,

  • exchanging good practices,

  • supporting the development of governance and procedural aspects of the implemented methods.

MATCH-MAKING SURVEY & PRELIMINARY PAIRING

An initial matching of Ukrainian Pilot Cities and Mission Cities was made based on a survey that helped mapping out:

  • sectoral strengths,

  • climate-neutral priorities and ambitions,

  • geographical and demographical context.

FIRST SYNERGY WORKSHOР

An online event bringing together U_CAN Pilot Cities and partner Mission Cities aimed to:
 

  • validate initial matches,

  • identify sectors for transferable practices,

  • initiate dialogue on adaptation to local contexts.

BILATERAL AND THEMATIC MEETINGS

Tailored meetings between matched Ukrainian Pilot Cities and Mission Cities to deepen collaboration on:

  • practice-sharing around selected climate sectors,

  • scenario building for local implementation,

  • common challenges and interests.

FINAL SYNERGY WORKSHOP

The final, in-person workshop serves as a ground to:
 

  • refine transition pathways per pair,
    develop joint visions for climate action,

  • discuss funding and future cooperation.

STRENGTHENING FUTURE COOPERATION

Long-term support is envisaged through:
 

  • policy advocacy and integration,

  • continuous KEES-based exchanges,

  • expansion to additional cities and sectors.

Knowledge and Experience Exchange Sessions (KEES)

The KEES methodology structures twinning around:
 

  • needs-based sectoral analysis,

  • transferable solution identification,

  • local scenario development,

  • monitoring and policy alignment.


It ensures twinning is not symbolic, but impactful, locally grounded, and policy-relevant.
